The only task was to begin broadcasting in digital. There is no obligation to transmit in HD and I have not heard anything planned in that direction. The FCC wanted an excuse, a part of the allocation of spectrum for television, the other proposed public safety could be used to delete. The digital switchover has. Certainly, the digital signal is much better than the analog age, and after a converter to get back to my old analog TV.

There is no mandate even start broadcasting in HD.
The stations are most likely at the local, will share the bandwidth between HD and SD broadcasts. Remember that a large percentage of the spectators nor the use of basic (analog watch) cable and converter boxes for some time.
